Supporting Excellence in the Arts - Government Report
Supporting Excellence in the Arts: from Measurement to Judgement, is a report looking at how public sector support for the arts can encourage excellence, risk taking and innovation; how artistic excellence can encourage greater audience engagement; and how quality can be judged in a non-bureaucratic way.

Commissioned by the Department for Culture, Media and Sport from Sir Brian McMaster, the report describes excellence as an experience which “affects and changes an individual” and “goes to the root of living” and makes recommendations pertaining to Excellence, Innovation and Risk Taking, Diversity, Internationalism, Governance, Culture and Education, Continuing Professional Development, and Public Subsidy.

The section on audience engagement looks at overcoming barriers to engagement with the arts, including what is described as “the endemic ‘it’s not for me’ syndrome”, and recommends greater communication between practitioners and audiences. 

The document accuses cultural organisations of “exploiting the tendency of many audiences to accept a superficial experience” and asks them to “foster a relationship founded on innovative, exciting and challenging work.”  It also recommends a review of cultural provision by public service broadcasters, improved use of technology, reclaiming a “strategic approach to touring”, including of exhibitions.
